E-transfers Procurement Learning and Good Practices

Humanitarian agencies have increased their use of cash transfers and related distribution technologies. Yet, most rely largerly procurement and contracting processes designed for goods and professional services. An Elan Survey of humanitarian operations staff and e-transfers providers indicated several challenges with procurement.

In response to these challenges, the ELAN held a day-long workshop in September 2016 to trace the procurement process, identify procurement challenges and develop key recommendations. This document summarises key insights and recommendations from the workshop.
