Consultancy: Opportunities and Barriers for PWDs in Accessing Social Protection and CVA Programs in Lebanon

Deadline: 9 July 2024

Contract type: Consultancy Contract

Organisation: Norwegian Refugee Council

Lebanon

NRC provides humanitarian aid to refugees from Syria, Palestine, and vulnerable Lebanese communities. This assistance includes education, shelter, community management and coordination, water and sanitation, and information, counselling and legal assistance services. NRC also engages in advocacy with governments and donors to expand and safeguard refugee rights and protection.
NRC has worked in Lebanon since 2006 and has offices located in Beirut, South, North, Bekaa & Beirut and Mount Lebanon. Because refugees in Lebanon live side-by-side with the Lebanese, we also work to serve the local communities hosting displaced people.
With an estimated 1.5 million Syrian refugees, Lebanon has the highest number of refugees per capita in the world. Lebanon was host to an estimated 278,000 refugees from Palestine before the Syria crisis, and is now hosting an additional 32,000 Palestine refugees from Syria. This has created an extraordinary strain on Lebanon’s infrastructure and public services.

Areas of intervention:
EDUCATION:
There are an estimated 490,000 school-aged Syrian refugee children currently in Lebanon. NRC works to support students’ access to schooling, create non-formal education opportunities (such as catch-up classes), train teachers and provide vocational and language training. NRC also provides services in Palestine refugee camps.

ICLA:
Information, Counselling, and Legal Assistance services help refugees to access support including documentation of residence, marriage and birth registration, and navigating the legal and courts systems. ICLA teams also conduct outreach to raise refugees1 awareness of how to access services and fulfill their rights in Lebanon.

SHELTER:
NRC works to ensure that people affected by displacement have access to adequate shelter. NRC’s shelter programme includes emergency shelter, transitional shelter through the Occupancy Free of Charge programme, work towards longer term housing solutions for Palestine refugees, and infrastructure support to communities, including schools.

WASH:
Water Sanitation and Hygiene programming seeks to reduce mortality and morbidity, increase the protection of household economies, and environmental sustainability through the provision of safe water supplies, sanitation facilities and services, and improved hygiene practices. NRC’s Community Support Projects extend WASH services to Lebanese host communities.
