In recent years, IOM has focused on enhancing cash-based interventions (CBI) in line with the Grand Bargain commitments and the IOM CBI Strategy 2022–2026.

In 2023, IOM expanded CBI to empower aid recipients and strengthen resilience, reaching nearly 4 million people in 112 countries, a 49% increase from 2022. CBI made up about 14% of IOM’s total assistance.

CBI use extended beyond emergency response to various contexts, including development, return, reintegration, and recovery. It was implemented in 51 emergency settings and 61 other settings, with 92% of aid recipients in emergency response contexts.

The IOM CBI Annual Report and Case Studies 2023 provides detailed insights, featuring case studies from 41 missions and focusing on areas like disaster risk reduction, climate adaptation, livelihoods and multipurpose cash assistance. It also highlights regional responses to crises in Afghanistan, Ukraine, Venezuela, Sudan and Syria.
