The recent years of humanitarian responses in Kenya has seen the use of Cash and Voucher Assistance (CVA) increasingly being adopted in various interventions and across sectors by both the state and Nonstate actors. This is because besides being cost effective, CVA enables recipients of humanitarian assistance to choose on how best to meet their needs thereby promoting dignity and choice when meeting these needs and priorities.1
To ensure that CVA meets the needs of the people it serves it is critical that transfer values are based on the current market conditions in the areas served, that a transfer is of sufficient value to cover the needs it is intended to meet. This document is an interim guidance document to develop the Minimum Expenditure Basket and from it come up with the transfer value.
